Lawmakers in Wales pass mechanism motion

Lawmakers in Wales have passed a motion to introduce a mechanism that funds infrastructure by borrowing against future tax revenues. An amendment put forward by the Welsh Liberal Democrat Assembly team proposing the introduction of Tax Increment Financing was passed with cross-party support.
