Appointment at Torbay Development Agency

John Richards has been named non-executive chairman of the Torbay Development Agency, heading a new private sector-led board intended to help drive Torbay Council's regeneration programme. Richards is currently president of lobby group the British Property Federation and was previously chief executive of property firm Hammerson.
