NPPF tempts builders to dodge neighbourhood plans, says Leeds chief

Housebuilders will be tempted to ignore the neighbourhood planning process by the prospect of using other national planning policies to win permission on appeal for unallocated sites, according to Leeds City Council's chief planning officer.
