Plans to extend the central London congestion charging zone to Kensington and Chelsea should be scrapped, say the London Assembly's Liberal-Democrats. Spokeswoman Lynn Featherstone said the extension would cost £100 million and have poor returns. She said other congestion hotspots should be targeted for traffic reduction instead.
