STOP PRESS: Pugh says proposal unacceptable

In a response to a recovery strategy presented by the garden's trustees, culture minister Alan Pugh said the proposal for a multi-million pound public subsidy from the assembly was "unacceptable", but said he hoped the garden can still be saved.
