Opinion: Devolution can put our cities in premier league

The Guardian carried a great piece last week: Port Moresby, capital of New Guinea, has beaten heavy competition to win the title of the world's rock bottom city for quality of urban life. You name it, Port Moresby has got it: murder (25 times the rate in London), rape, drugs, disease. But more relevant for British regenerators is the list of cities at the other end of the table.
