Opinion: Hospital targets should carry a health warning

They were repeating the New Labour mantra down at Brighton last week: better public services, more public choice. We can all wonder whether we'll see it happen in our lifetimes, let alone the next Parliament. For there's one big problem: it runs right up against the big mantra last time and the last time before that, which is incessant benchmarking and performance checking.
