Rhodri Morgan speaks to Welsh Assembly

Welsh public services will become more efficient and more responsive to people's actual needs, first minister Rhodri Morgan told the Welsh Assembly this week. Morgan was speaking as the assembly launched a report, which will provide the basis for a five-year action plan for public services in Wales, to be published in spring 2005.
