ODPM's growth plan hits cash problems

Is the Office of the Deputy Prime Minister's Sustainable Communities strategy starting to unravel? There have been strange portents - not least, South-East England Regional Assembly planning director Mike Gwilliam's criticism of the Government for failing to show "realism about what could be achieved" and calling for greater understanding of the political pressures faced by regional planning bodies asked to implement its growth agenda.
