1. Don't preach. It is important not to come across as anti-car, warns Ben Levinson, communications manager for environmental regeneration charity Groundwork Hertfordshire. Roger Elphick, Durham council head of highways management, says any restrictions on car use raise public concerns. "You must meet the opposition head on. If you have a scheme that is right, you will win through," he says.
