1. Involve all relevant agencies. Parks that have fallen into disuse can face a range of problems including drug use, prostitution, littering, rough sleepers and anti-social behaviour, says Richard Welburn, head of parks and green spaces at Leicester City Council. Though the council can take the lead in devising a strategy to turn things round, the police and youth services must also be involved.
