Time-consuming public sector procurement procedures are "a huge waste of resources", a developer told delegates. Iliad chief executive Mark McNamee, whose company is developing a 28-storey mixed-use tower as part of the regeneration of Liverpool Lime Street station, said that he had seen examples where ten developers had been asked to work up detailed proposals for a project prior to the shortlist being whittled down.
