5 Steps to... establishing a business cluster

1. Get the private sector to lead them. Business clusters - groups of firms that collaborate to develop - must have private and public sector support, and work with agencies such as Business Link and the Learning and Skills Council. But they should be private sector-led, says Tim Sheward, head of enterprise at the North-West Development Agency: "Businesses must want this network. It can't be a talking shop, there must be clear benefits."
