Why late closing could make our streets safer

Those of our readers with responsibility for community safety may be sitting tight for the next few days, waiting for the storm. According to the mass media, the ending this week of licensing laws that have stood since the First World War will bring further drunken battles to English and Welsh streets. But these commentators have often previously been wrong in predicting that proposed public policy reforms will be ruinous. Many forecast unemployment from the minimum wage and traffic chaos from the congestion charge. Neither materialised.
