Stricter targets will bring fewer homes

There was a parting of friends this week. The Urban Task Force, of which I am a member and which, in 1999, produced a unanimous report complete with 105 recommendations, broke ranks in its follow-up report (R&R, 18 November, p1). Chairman Richard Rogers is a brilliant consensus-seeker. But there was one chapter I couldn't sign up to.
