Regional institutions failing to deliver says report

Regional institutions are failing to deliver on sustainable development, according to a Sustainable Development Commission report published this week. It says regional development agencies, assemblies and government offices do not have clearly defined roles on the subject leading to poor delivery on issues such as climate change.
