1. Open up the debate. A report commissioned by the West Midlands' metropolitan authorities and passenger transport authority Centro says that road charging is needed to prevent future congestion harming business competitiveness. A consultation will now last until the end of the year, says a Centro spokesman: "We're encouraging a debate so there is a greater understanding of the issues."
