Advice cuts would put people at risk

There is little to beat a good argument about whether we are getting smarter generation by generation, or whether we are 'dumbing down' as the decades pass. A blizzard of statistics can be brought to bear on both sides of the case, while the positions being struck by the protagonists tell us at least as much about their personality types - optimistic, nostalgic - as about the issue at hand.
