White paper path to building cohesion

I'm slowly turning into a cross between Simon Schama and Mr Blobby - inside every lardy-coated philosopher like me there is a svelte, highly-paid TV historian struggling to get out. So my sermon this week is about the very earnest local government white paper (LGWP) Strong and Prosperous Communities. But first my public service quality and honesty commitment: although I was involved in the thinking for the LGWP until May, and therefore am bound to be to some extent parti pris, I will not be delivering anyone's line except my own.
