1. Take a multi-agency approach. Think about which organisations and council departments could help to tackle the issue. "Typically, you would involve the council's homeless team, the police, street wardens and treatment agencies," says Cathy Bruce, alcohol strategy coordinator at the Safer Southwark Partnership. "But also include other groups like council planners, who might inadvertently be building an environment conducive to street drinking."
