CPRE pushing for amendment to planning bill

Unregulated "goodwill payments" to councils by wind farm developers threaten to bring the planning system into disrepute, according to the Campaign to Protect Rural England. Instead, the CPRE is pushing for an amendment to the planning bill to make wind farm builders pay the proposed Community Infrastructure Levy on developers.
