The High Court upholds compulsory purchase order

The High Court has upheld a compulsory purchase order issued for Portsmouth's Tricorn Centre development, dismissing a legal challenge by a local shopkeeper. Developer Centros plans to build 80 shops and restaurants and 200 flats as part of the scheme, which is also known as the Northern Quarter.
