1. Understand current provision and future need. "What are the literacy levels of local residents and what challenges does that present?" says Jon Finch, director of engagement (West) at public agency the Museums, Libraries and Archives Council. The MLA can advise on the type and level of library provision that is necessary. Finch also recommends contacting the Living-Places.org website for advice on the role of libraries in a wider place-making context.
