New benefit assessment has limited impact

A new "tougher" medical assessment designed to slash the number of sickness benefit claimants by shifting those deemed fit for work onto jobseeker's allowance (JSA) has had a marginal impact, raising doubts over a key part of the Government's welfare reform plans.
